Mata (L, 2-5) went four-plus innings and allowed six runs on five hits with two walks and five strikeouts.
Portland scored its lone run in the fourth when Jarren Duran scored from second base on a wild pitch by Moss.
Brooks went yard for the second time in the fifth inning to run Mata out of the game and extend the lead to 6-1.
