The Western Hockey League has waited patiently over the past three years for Moose Jaw to address our problem. WHL President Ron Robinson has stated publicly that Moose Jaw needs to a facility that meets WHL stands or a vote on the relocation of the team is inevitable.

Public Support

In 2006, 71% of voters supported the City's commitment to the Multiplex project.

Respondents to the City of Moose Jaw questionnaires distributed at the 2006 public consultation meetings identified the downtown site as the overwhelming favourite.

( Downtown 48.11%, Civic Centre 22.97%, 9th Ave NE 22.97%)

As of February 17, over $7.6 million in community and private sector support has been pledged.

Location

The Nustadia Report (independent study) and The Multiplex Steering Committee Report identified the downtown site as the advantageous location alternative verses the Civic Centre and 9th Ave NE sites.

Parking

The expected available parking within three city blocks (400m) of the downtown site is expected to be greater than 1500 parking spots and has the potential to be more depending on additional land acquisitions and potential cross parking agreements.

The Civic Centre currently has 583 stalls on-site with an additional 102 available from the mall in the cross parking agreement.

Vehicular Traffic Congestion

Stantec Consulting assessed the potential impact of increased traffic at the three sites. As a result of multiple access routes to the Downtown site vs. 9th Avenue and Civic Centre Stantec determined "motorists traveling to and from the Multiplex downtown site will experience less overall congestion and therefore fewer delays than those associated with either the 9th Avenue NE or Civic Centre sites. Stantec estimates the cost of traffic control improvements at the proposed sites as follows:

Site Costs

Identified in the Multiplex Steering Committee Budget, the downtown location is the least costly of the three alternatives when considering the revenue from the sale of each site (if not used) and the potential tax revenue.

The Multiplex Steering Committee recommended budgeting the project based on the upfront cost of the downtown facility.

The City of Moose Jaw's net worth (Total Assets - Total Liabilities) at the end of 2007 was $89.2 million. The $34.5 million commitment from the City of Moose will not put the City in debt, but in fact leave the City's finances in relatively good health.

This budget is capped as per the Design - Build request for proposals.
