Cullen stopped 37 shots and another two in the shootout and Nick Czinder scored the winner, as the Spits won for the first time since October 13th in Brampton.
Alexander Khokhlachev and Brady Vail scored in regulation for the Spits; Vail's goal putting Windsor up 2-1 with eight minutes to play in regulation.
Rickard Rakell forced overtime by tying the game at 2-2 at 18:02.
Alexander Khokhlachev and Stefan Noesen exchanged goals in the shootout, before Cullen stopped Andy Bathgate and JT Miller, setting the stage for Czinder's game winner.
