The Wildcats scored the only goal of the first period with under six minutes remaining.
Defenceman Jack Tucker took a drop pass in the slot on a 4-on-2 rush. He fed a pass into the right circle for Khovanov, who snapped a quick one-timer past the blocker of Alex D'Orio in the Sea Dogs' goal.
Saint John killed off a major penalty to Radim Salda early in the second, and tied the game with four minutes left in the period.
Ostap Safin blocked a shot at his own blueline and raced down the left wing, feathering a pass into the middle for Poirier. The first-year Sea Dog ripped a wrist shot past the glove of Moncton goalie Mark Grametbauer.
Welsh restored the visitors' lead 54 seconds later, finishing off a give-and-go with a wrister from the right circle that snuck inside the left post.
Moncton took a two-goal lead more than eleven minutes into the third when Phelan, skating to the front of the crease, tipped a Welsh feed from the left wing under D'Orio.
But Boucher got that one back 34 seconds later.
The 19-year-old helped keep the puck inside the Moncton zone near the left point, carried it into the left circle and wristed a shot on goal. It went off the left post, bounced off Grametbauer's back and snuck inside the right post.
He scored against 1:19 after that with a long shot along the ice from the left wing that hit the inside of the left post and went in, tying the game at 3-3.
Moncton won the game 49 seconds into overtime when McKenna took a pass at the bottom of the left circle and whistled a heavy wrist shot past D'Orio's glove.
Grametbauer made 23 saves for the win. D'Orio turned aside 45 saves in the loss. He was named first star.
Khovanov and Welsh were named second and third star, respectively with a goal and assist each in front of 3,904 fans in attendance.
