2009 MLS Expansion Draft Rules

Senior Roster

* Teams may protect 11 players between their Senior and their Developmental Roster.

* If the Player's contract expires at the end of 2009, he will still be considered part of the Team's Senior Roster.

* If a Team protects a player, it is not obligated to exercise the player's option. It may renegotiate a new budget number for the player as in previous years.

* If a player retires, he will not be a part of the Senior Roster, but his Team will lose its right of first refusal to him should he ultimately decide to play.

Developmental Roster

* Players on a Team's Developmental Roster, other than Generation adidas players who have not been graduated at the end of the 2009 season and Home Grown Players, will be part of the expansion draft.

* Generation adidas players (who have not been graduated at the end of the 2009 season) and Home Grown players are automatically protected (teams do not have to use a protected slot on them.) If Philadelphia selects a Developmental Player it must offer him a Senior Roster position and he must be on Philadelphia's Senior Roster as of Roster Compliance Date.

International Players

* Teams are restricted in the number of International player(s) that they may make available per the table set forth below.

* For purposes of this expansion process, for US-based teams, any non-domestic US player would count as an International and for Toronto FC, any non-domestic US player or non-domestic Canadian player would count as an International.

Designated Players

* Designated Players do not have to be protected unless the player has a no trade clause in which case he must be protected.

Maximum Player Loss

* Once a player has been claimed from a Team's non-protected roster, that team is eliminated from the expansion draft and may not lose any further players.

Right to Renegotiate

* Philadelphia will have the right to renegotiate a drafted player's salary (either up or down) without having to place such player on waivers or giving his previous Team a right of first refusal.

Priority

* On the first day of the Discovery/Allocation Period, Philadelphia will have priority over players who played professionally in the USL First or Second Division in 2009, subject to another MLS team's right of first refusal.

Rounds

* The expansion draft will be 10 rounds.

INTERNATIONAL PLAYER PROTECTION REQUIREMENT TABLE:

Teams may make available a number of international players equal to their total number of international players minus 3, provided that if a team has 3 or less international players it may make available not more than 1.

Johnson Visits San Jose PAL

Earthquakes forward and leading goal-scorer Ryan Johnson visited the San Jose PAL for the PAL Jamboree in both their Milpitas and Santa Clara locations. Johnson's first stop was the Milpitas Sports Complex, where he greeted youth soccer players, answered questions, posed for pictures and signed autographs for the kids. His next stop took him to Santa Clara Central Park where he met with another group of young, aspiring soccer players. He spoke with many of them and signed plenty of jerseys and player cards.

Remember When...

The San Jose Earthquakes won their second MLS Cup Championship in three seasons with a 4-2 victory over the Chicago Fire at The Home Depot Center six years ago today, Nov. 23, 2003. MLS Cup MVP Landon Donovan became the first player in league history to score two goals in the final, as the Earthquakes exploded for a record four goals in the championship match. The Quakes got out to an early 1-0 lead in the fifth minute on a spectacular free kick by midfielder Ronnie Ekelund. Donovan put the Quakes up by two goals in the 38th minute after a brilliant through ball from Walker. Walker received the ball at midfield and spun on Jim Curtin. After creating space for himself, Walker slipped a ball through for Donovan, who maneuvered around Thornton and finished into the empty net for a 2-0 advantage. Beasley brought the Fire within one goal in the 49th minute with a goal at the near post. He received a pass inside the penalty box from Andy Williams and finished a shot just inside the post past MLS Goalkeeper of the Year Pat Onstad. The Quakes responded immediately as Richard Mulrooney scored just seconds later. Mulrooney ran onto a long pass from Brian Mullan along the right wing. After moving into the penalty area, the Quakes midfielder slotted the ball past Thornton to the far post for a 3-1 lead. Chicago closed the gap again in the 54th minute with a goal that deflected into the net off Quakes defender Chris Ronér. Evan Whitfield sent a cross into the box from the right side into the middle of the San Jose six-yard box and bounced off Ronér's head and past Onstad to make the score 3-2. Donovan extended the Quakes lead to two goals in the 71st minute off a great cross from second half substitute Dwayne De Rosario. De Rosario received the ball on the right wing from Brian Mullan and then sent a low cross to the near post, where Donovan snuck past his defender and finished past Thornton. With a 4-2 lead, the Quakes continued to defend the Fire's final desperate attempts to even the match, finally ending the game with the victory and setting off a raucous celebration amongst the numerous San Jose fans in attendance.
