PEORIA, IL - (March 2, 2009) The Peoria Pirates announce the hiring of a new general manager...and there's nothing "general" about this guy. The new leader of the Pirates knows a lot about being in the lead, as he actually invented arena football. Jim Foster, the founder of the Arena Football League, will become the new general manager of the Peoria Pirates, effective today, after the departure of Jeff Creek last month.
