ST. PETERSBURG, FL - The Tampa Bay Devil Rays announced inaugural organizational awards to Charlie Montoyo as

Player Development Man of the Year and Paul Kirsch as Scout of the Year. Rays Executive Vice President of Baseball Operations Andrew Friedman made the announcement.

"Charlie has been involved with the development of so many of our key players at nearly every level of our organization," said Friedman. "His loyalty and dedication to the Devil Rays over the past decade have been exemplary, and his unstinting work ethic and positive attitude have inspired everyone around him."

"We are very pleased to honor Paul after a decade of scouting excellence. His knowledge of his territory is second to none, and the many players he has brought into our organization stand out not just because of their talent, but because of their makeup and character."

Montoyo, 42, joined the Rays in October, 1996 and has managed in each of his 10 seasons with the organization. Most recently he guided the Montgomery Biscuits (AA) to the 2006 Southern League Championship. He was promoted to lead the Durham Bulls (AAA) this season after managing at every other level of the organization: Princeton Rays (rookie), Hudson Valley Renegades (short-season A), Charleston RiverDogs (A), Bakersfield Blaze (high A), Orlando Rays (AA) and Montgomery. A native of Puerto Rico, Montoyo played 10 seasons as an infielder in the Brewers, Expos, and Phillies organizations.

Kirsch, 50, has also been with the organization since 1996 as Northwest Scouting Supervisor, overseeing Alaska, Idaho, Montana, Oregon, Washington and Wyoming. Pitchers Jason Hammel and Jeff Ridgway, both on the Rays 40-man major league roster, are among his signees. The Oregon native is a veteran of 30 years in professional baseball as a minor league player, manager, coach, and scout.
