"As the MISL continues to grow, it is critical to have committed, talented individuals managing the soccer side of our League," stated Commissioner Ryan. Silva began his professional refereeing career in 1977, and has also officiated games in both indoor and outdoor leagues, along with the responsibility of the assignment of officials.
