National Basketball League of Canada Announces Rule Changes for 2018-19 Season

TORONTO, ON - The National Basketball League of Canada and it's governing board of directors today announced approved rule changes for the upcoming 2018-19 season, which tips off on November 15th, 2018.
In consultation with league officials and Mike Falloon, the Director of Officials, the rules changes were made to provide improved clarity and improve flow of the game.
"The new rule changes implemented by the league will primarily serve two main areas for the upcoming season," said deputy commissioner Audley Stephenson. "The changes will encourage more scoring opportunities which in turn will increase the entertainment value of our product while keeping us in line with changes at FIBA and keep pace with how the rest of the world plays the game."
Beginning with the 2018-19 NBL Canada season, modifications will be made related to timeouts, the last two (2) minutes of game time, indirect and direct player technical fouls, player eligibility rules as well as Active, Inactive Reserve and Injured Reserve roster list clarifications.
Some of the Key Rule Changes Include
Time Outs - During the last 2 minutes of game time, when a coach requests a time out they will have the option of advancing the ball to the frontcourt or remain at the designated throw-in spot (in the backcourt)
Throw-ins - In the last 2 minutes of game time, a defensive player shall not cross the boundary line in order to interfere with the throw-in. This will automatically result in an indirect Technical foul.
Last 2 Minutes of 4th Quarter - Ball may be advanced to the frontcourt 28' mark when the team entitled to a throw-in in the backcourt takes a time-out.
Coach Fouls - A coach charged with 2 Direct Technical fouls shall be disqualified from the game. A coach charged with 2 Indirect Technical fouls and 1 Direct Foul shall be disqualified from the game
Technical Fouls - The penalty for a Technical shall be 1 shot then the ball is returned to the Point of Interruption
24 Second Shot Clock - Full 24 reset on all changes of possession, and fouls committed by the defense in the backcourt. If a team is awarded the ball in their front court for a throw-in (due to a foul/violation committed by the defense) The shot clock will be reset to 14
Use of warning by Officials - Repeatedly asking questions, making comments, or gesturing throughout a period of time In cases like these, the referee will attempt to issue a warning to the player although they are not required to do so. Persisting in any similar actions after being issued a single warning will result in automatic Direct technical foul.
Delay of game - PENALTY: The first offense is a warning. An Indirect technical foul shall be assessed with each successive offense and charged to the player and team. If repeated acts become a travesty, the head coach shall be notified that he is being held responsible. In the last 2 minutes of the 4th quarter (or any overtime period) a defensive player shall not cross the boundary line in order to interfere with the throw-in (delay of game). This will result in an indirect Technical foul.
