NEW YORK (Friday, October 24, 2008) - Major League Soccer Commissioner Don Garber today fined D.C. United President and CEO Kevin Payne $5,000 due to inappropriate conduct directed at an official after the D.C. United at LA Galaxy match on Sept. 20, 2008.
