Detroit is 4th in a field of 4 for the next 2 franchises... essentially because the other 3 have soccer stadium plans and Ford Field doesn't have Atlanta's "wow factor."

I'm of the belief that USSF doesn't openly court lawsuits against it. Hence the screwy 2010 compromise league and then last year's dual D-2 sanctioning.
