You mean cheapest? Proably the APFL, then the EIFL, and then the NIFL.

I don't know. If the NIFL is valued at 250 Million and only have what, 5 active teams, they can't be that cheap. :D

The cheapest leagues are the APFL, AIFL, EIFL, and NIFL. I'm not sure if any of them have expansion fees you have to pay. I know the NIFL gave away franchises last year.
