I'm not a betting man, but if I was, I would put all of my money on Baltimore.

The Philadelphia Soul of the AFL have set up a developmental league of sorts, the ASI Panthers are one of these semi-pro teams. The Philadelphia Soul spend some time holding pre-season practices out in the communities around the Philadelphia area, I can only imagine that these teams are utilized as so called sparing partners. Lehigh Valley and Trenton of the PIFL have signed multiple players from these squads for their 2014 rosters. It is really not a bad idea, however I am not sure how much benefit is really provide to the Philadelphia Soul in the final analysis, it looks like this may be benefitting other leagues more than it does the AFL.

So the players are who? Lower level players who are from small colleges or just high school experience, who haven't been deemed good enough to play even in something like AIF?

ASI is in the D-League for various teams. The talent is not that bad.

Here's the link to the Indoor Championship Football League, which included the ASI Panthers in its 2013-14 season. http://www.hometeamsonline.com/ICFL

D-League???
the NBA-D league is the top flight professional league below the NBA.
There are a lot of call ups and rehabs similar to AAA in baseball.

You can not seriously compare the ASI to the D-League

The ASI Panthers have a lot of young talent on their team, some coming out of small colleges . The team is ran by their sports agency and use games like this to get their guys exposure. Some of the guys will be new to indoor but some played this season in my ICFL league and played in the IGL Developmental League.
