My original thought when seeing this: "eh, not this again." It seemed like we've been down this road before.

A few months later...

So what's happening out West... Las Vegas wants in on one level or the other, Fresno has declared, Boise's ballpark plan includes retractable outfield seats to serve a planned soccer team, and the murmurs from Eugene are getting louder while a downsized stadium replacement plan is tailored made for the lower USL level. For that matter, the rumor I'm hearing is the Timbers would replace Timbers2 with the Boise option and field a lower level team in Eugene. The Tacoma Rainiers are partnering with the Sounders on a stadium for S2... almost certainly the Sounders will think like the Timbers and involve Eastern or Central Washington somehow. Vancouver follows suit, so on, so forth.

This appears to be gaining momentum.
