Portland in no rush to get own D-League team.

Portland’s time on the sidelines could be coming to end in the near-future. With two-way contracts included in the new CBA, coupled with possible resistance from existing teams, it could pressure the Blazers into re-thinking their relationship with the D-League.
I still think by 2019, each NBA team will have their own affiliate. We're basically waiting on Portland, New Orleans & the Clippers.

Yeah, I hope New Orleans lands in the Gulf and not Texas. It would balance things out a bit more. Maybe Mobile?
I think the only thing teams are missing is sending established injured players down to rehab instead of really limiting their minutes in a NBA game. So right now they would rather play a guy 10 minutes in an NBA game instead of letting him build himself up in the D-League.
We might be starting to creep toward that. The Cavaliers are using the D-League (G-League) to get Larry Sanders back into playing shape.

New Orleans team will be playing in Pensacola, FL for 2018-19 season. If Minnesota moves the Iowa team to Rochester, MN; this could open up for Denver to take the Iowa franchise. I still say Portland should simply take over the Erie franchise once the Atlanta Hawks get their team in College Park in 2019.
