Could the NEHL work in Glens Falls and Danbury?

Seems like a good opportunity for the NEHL to move into Glens Falls and Danbury. Along with St Catherines, if two more cities could be found (Jamestown? Niagara Falls USA?), that would make a good little 6 team loop. And if it were low budget ($400K) it might just work...
