I think 'practically begging' is an understatement. His biz exit strategy is a partnership or buyout period. He went with fxfl route when that was the buzz coming out of the nfl. Now their mumblings are more for an Academy style so he tries this.
Again its very easy to replicate so even if the nfl liked it they could just clean slate start and do their own. SL even more so than FXFL

Since Woods is about two weeks away from his West coast "showcase", here's a link to a recent story from Napa. The whole thing isn't in San Francisco, but rather 60 miles north on the 101 in Napa. Apparently, former Bills RB Fred Jackson is among those registered.

He said the San Francisco Convention and Visitors Bureau recommended the league talk to Visit Napa Valley and the Napa Chamber of Commerce about playing in the stadium.
It just felt like that would be a unique event for an area like that. Its a really nice venue, he added.

Of course the players will. (And they didn't "make it" anywhere but to this point.)
The question is not whether players will take that chance. You can always find players. There are always guys who refuse to give up their adolescence and will do anything, pay anything, endure any hardship to try and prove they are professional football players. And if 97.8% of them don't make it, that seems about right.
But you can't make a viable league that purports to get players into the NFL when you only get direct mail response levels of success. And people - as we've seen - won't pay to watch those players play on made-up teams in anything remotely approaching numbers necessary to make money at it.
