What is their definition of "launch"?

If it is "to issue a press release with grand plans", then yes this would be considered a "re-launch".

If an ABA franchise costs $10K, a WABA should cost $10...

Maybe their definition of a "launch" is to release a new web site with a new web address, and yeah...
