Report:Brawlers Counted Out
True that the NFL doesn't want the liability pressures especially in light of on-going concussion/CTE lawsuits against them right now . . . but if the NFL Owners/Commissioner were truly in favor, trust me a developmental league would happen!
That's exactly what I've been telling these knuckleheads. The last thing the NFL wants is to be associated with is any more football, especially a minor league.
A few posters here are completely unaware of the new players CBA and the concussion issue. There's no way the NFL is going to risk players being injured making $500 a game playing a minor league game in Omaha.
It's not going to happen any time soon or ever.

Lawyers will have them sign disclaimer limiting liability - like cigarettes
The NFL has legacy issues and medical knowledge they were withholding that is their many issue
Next hurdle. How does the NFL deal with a "Developmental League" -- Developing players?
You certainly can't do like minor league baseball and have a farm team for each NFL team. Do teams draft players, placing them on specific teams? If I recall correctly, NFL Europe did that, but it just never molded into a successful model.
Minor league baseball & hockey are large, but really gain no national coverage. Can a Minor League Football outlet survive without TV? Forget NFL Network, as they would have to go ESPN, Fox Sports 1, or whatever.
It's really no wonder that some NFL owners were against the NFL Europe idea. Liability, probably highly outweighed any usefulness.
Many possibilities

Wrong again.....workmanship comp, ins. Etc is in no way like cigarettes
Like many have said before, if the NFL thought a minor league was viable.... There would be one. It's not.

The NFL does want control over the entire game of football, its Trojan horse is USA Football an under the radar organization that is very active in trying to gain traction in youth football and does participate in overseas football leagues of adult football that it doesn't have to do in the states because of college football. Just this week mouth pieces like Gruden was down playing the college game saying there is no defense being played he likes the older slow version of NFL style football, but the truth is the game has changed and will continue too, there are no dominating defenses anymore because the game is about stop's now only teams using a pro offset formation are easily defended thus lower scoring game. Back to the point the league does want a minor league it has been stated by its current commissioner its going to be in the form of a non-commercial venture which is speak for it doesn't have to generate any revenue and will be on a low profile scale.....
