Your last sentence is correct - the pat on the back, though, shows that "okay, the steps we've made so far are accomplishing something" such that the future work that is still required won't be wasted on repeating what is already done OK.

As it pertains to incentive for doing a better job, yes.

To imply that all you seek is praise is juvenile at best,
akin to a grown adult seeking comfort in suckling mommy's
teat.

Criticism is the catalyst for the determined strides towards
perfection.
