There should be a transfer fee. You simply cannot have a league where the NFL just guts a league for players for nothing. The fee however was too high. $50,000 would have been more sufficient and the team should make the decision, not the league. The team could always say "no."

Then you're most likely going to lose some talent. Some players will look at a transfer fee as an unnecessary hurdle to their NFL aspirations. Plus, the NFL is used to getting its talent for free. Will it pay?

The league would allow partial movement in exchange for much reduced salaries. Players jumping to the nfl while having some bad, also has some good. It validates the minor leagues players and gives the league credibility as a high left triple A.
So let's say an 8 game season with 2 playoff rounds for example, the league would say, no jumping weeks 1,2,8 and post season (blackout period), but be open the rest. This would in be exchange for reduced pay, instead of the UFL's 5k a game, maybe it's $1500. The ufl should have done this from the get go. Same with coaches. But if it was during the blackout period it would be $150k and up etc..

I think you could have a situation where a player could have his salary paid for by an NFL team and be subject immediate call up. There would have to be an agreement with the new league's team and limited to only a few players. The other players would not be able to be released until the end of the season.

Yeah....a team in a garbage football league whose stated purpose is to develop players is surely going to keep a player from bettering himself. What do you suppose other players down the road would do if players get held back from NFL opportunities because Omaha or Virginia Beach REALLY wants to keep them? Ridiculous.

Players have a choice. sign or don't sign. The UFL got good players ,regardless.

Well I wouldn't call it garbage but the point of developing players and not fully locking them into a contract period would make sense.... If the league got something in return... ie paying lower salaries. It's win win. Certain weeks would be off limits so it wasn't complete chaos but that's the trade off.
