Many veterans sign partially guaranteed contracts to attend NBA training camps in October, these guarantees range from 20,000 for young players to 250,000 for well regarded veterans. The NBA could use MBL's Gulf Coast League as a blue print, all the teams play in one city without charging fans admission to games. I read three articles out of Rochester, NY this week claiming that the D-League is expanding there in 2015.
