The CBA?
The name CBA can it be used for a new league since it is no longer being used?

There's a new CBA rumoured to be up and running this spring. Even if there wasn't, the rights to the name are still owned by someone and you can't just decide to use it.
Also: if you need to ask this sort of thing on a message board you probably should not consider starting a professional basketball league.

See ABA for example, you can use anything until someone stops you. You can go to a lot of sites to buy defunct league and team merchandise.
