Lets see about Joes real business model.

1. Let some ABA teams pay for other ABA teams to come to play them.

2. Let some ABA teams pay for their own hotel because the home ABA team couldnt afford to.

3. Let most of the ABA teams tell the players the check for pay is delayed again or there wont be one at all.

4. Watch how I, the CEO, collect law suits for non payment. You see I am judgement proof, you should be to and no one can touch you.

I would think that the Attorney General's Office or at least the Secretary of State's office would step in and say enough is enough. How can they let a company continue to change their name or names or simply allow them to continue operating? Now they are a public company as well so you have the Feds jurisdiction as well.

Let's not forget that the championship winning team has to buy their own trophy. Wonder if the Heaves were repaid?

There is no law precluding a business failing and someone starting over. That is the great American system of hope, opportunity, and tomorrow will be better.

However, the pattern would be used as evidence in a fraud case. You could use the constant turnover and new entities as evidence if an owner or player felt defrauded by the league.
