Apparently it was used by the Southern Oregon Heat, Tennessee Thundercats/Riverhawks, and Waco Marshals.
Only problem is, do any of the expansion teams have $40,000 total?

The Heat played in Medford. The Portland they're referencing, I believe, was actually the Portland Prowlers of the IPFL.

It must be some damn good turf to be that used and still going for $40,000. I just bought brand spankin new turf (guaranteed for 10 years) for the Katy Ruff Riders for just under $50,000.
I played on that turf in Knoxville. Back then, the field didn't cover the entire arena. The turf was left outside on the parking structure for a period of time and ended up shrinking. We had to put scrap turf along the sides to fill in the areas that the turf didn't cover.
Heck if you could buy new turf for $50K, for 20% off you could buy 95% of a field. Not bad...;)

Those pictures were taken from a video from the 2nd incarnation of the Tennessee Thundercats not the original IPFL team from 2000 or 2001. The field they played on was full size (in fact had to be trimmed down), and it had sponsor logos painted all over the field (I helped paint them).
This must be from the second team that was in Knoxville, the Riverhawks.

With as many teams that fold each year, I'd think there would have to be some bargains on turf to be scored.
In the e-bay item, he's throwing in the dasher board padding, which does make it somewhat of a better deal, but it's all six years old.
