WHAT do you guys think of a publication that covers
the developments of minor league basketball? I think it
would be great for the fans.

To have ANY chance at success, the owner would have to be able to finance a top quality publication with a top quality staff for at least three years with NO EXPECTATION of even breaking even during that time. It is a nice idea, but it isn't likely to see print.
