Maybe Birmingham is a better site. A good southern cluster might include:
Southeast
Biloxi, Miss/Alabama (Blazers)
Florida (Heat)
Arkansas (Magic)
Gwinnett (Hawks)
Norfolk (Bobcats)
The NBA affiliation and marketing have to be right for this to work. I think the south overall is not the basketball hotbed that will support the D-League.
