If you look at ncaasports.com, I believe 1-A is now called the "Bowl Subdivision", while 1-AA is now the "Championship Subdivision". Either way, it's still stupid.

It almost sounds like they are trying to further suppress the D-IAAA movement (D-I schoois playing essentially D-III non-scholarship football). It's played in the Ivy, Pioneer and Patriot leagues and a few others. There are some big-name schools in the bunch, but they are a pain in the neck each year at the NCAA convention (just give them a bowl game or two or a four- to six-team playoff and be done with it.)
Then again, the NCAA can sometimes take the politically correct language too far, trying to make everyone feel good. I-AA schools know they are I-AA schools and are I-AA schools for a reason (it's cheaper and it doesn't take 50,000 fans in the stands every week to make it fly). Most are perfectly happy to be I-AA schools.
This sounds like a solution that needed a problem.

The 1-AA folks are the ones who pushed this change.

They believe they were suffering from a perception that 1-AA wasn't even D-1 in basketball; the reference usually did seem to be applied to these schools beyond football.

Is it stupid? Possibly; many schools thinking that this will stem decline in interest in their schools are missing the real culprit. However, was 1-AA really helping them?
