No, but I do think the WHA is doing the right move of making a Junior league instead of relying on the WHA2. Junior leagues are cheap, and since the NHL has a monopoly on most of the Junior leagues out their, this is probably the only way the WHA has any chance of getting new talent into its league.
It's not likely the WHA can create a league that would compare with any of the current Major Junior leagues, and even if they could, the top players would want to be drafted into the NHL rather than the WHA, as the NHL will always have the most money to offer.
The best bet for a WHA jr. league would be Tier II, of which at least ten such leagues already exist in Canada alone. Far too much competition for talent, and most kids stay close to home anyway. I cant see many players from western Canada that would prefer to play in a WHAjr league ahead of the AHJL, SJHL or BCJHL.

This is not entirely true in my opinion. Yes, the NHL does have much more established and powerful junior leagues already, but I don't think the WHA looking too compete with them directly with its proposed Junior league setup. I've heard rumors that the WHA wants too setup their Juniors in the south east where their are hardly any other Junior leagues around. This means that the WHA doesn't want too directly compete with the NHL's talent pool as the NHL doesn't see the need too pull players in this region of the country (they mosty pull players from Canada or the Northeast/Central United States). Also, we are not entirely sure what is going too happen next season. If a lockout does occur next season, the Junior players even up north in the well established Juniors will want too find some "Higher League" too go too. This most likely will only be the AHL and WHA. If the WHA does launch next season, not only would it have a foothold with its own Junior league, but many Junior players might consider joining the WHA as their is more potential too get higher pay in the WHA as compared too the AHL. Again, this all depends if the lockout occurs.
And even if it doesn't, the WHA can still use its Junior league too pulll talent that the NHL has no control of, regardless if their is a lockout or not.
Any player in the CHL who has been drafted and is below the age of 20 is ineligible for the AHL. They would have to remain in the CHL. Undrafted players are different, but the vast majority of those are below draft age, and the best option for them is to remain in junior. Above age 20, they are likely to choose the AHL or ECHL over the WHA.
Building a league in the southest might be doable, but I wonder how much interest it will generate? I do wish the league well, but I do maintain that any player from such a league who is good enough to draw interest from an NHL club will ultimately abandon the WHA system for the NHL.
