williamsport expansion

Does anyone know why williamsport is listed as an expansion team?

There was some chitchat about Williamsport, Pennsylvania getting a UHL expansion team in 2007-08 or 2008-09, pending a new arena being built. I have not heard a word on the status for a long time.

I live in elmira and I have heard some about it well because it is only a coupple hours away. They may join in 2009-2010. They have found a spot to put the arena. They are just trying to get money to build it.
