How does the Mexican League compare to the MLS? Are they about equal in level of play or is one better than the other?

I believe, in most of the years since MLS formed, MLS teams have competed against Mexican teams in CONCACAF club championships.
7 years, 2 MLS winners, 4 Mexican winners, one year cancelled IIRC.
Thing is, the Mexican league imports a good number of South Americans and Central Americans. MLS has a small share of Central Americans, but otherwise keeps things mostly American. This is why USA v Mexico matches are basically impossible to predict anymore.
For being a young league still, I'd say MLS has done well given the circumstances. In terms of depth, Mexico has the advantage. For how long? Not very...

With Freddie Adu already showing that he is a quality player at 15, imagine how good he will make the teams he plays for in the next 10 years. This guy is going to be to American soccer what Tiger Woods was to golf. MLS is already a decent league as a whole but this kid could take them to the big time.
