The USBL website has updated it's team page. The NEPA Breakers have been added, however, New Jersey Flyers & Westchester Wildfire have been removed.

New Jersey was known to only be a one year deal. The team was brought in so the league could have 8 teams last season. Westchester was rumored to have bad ownership, so I guess they decided to pull out. This makes me wonder why the Brevard Blue Ducks haven't been put back on the website. Are they NOT returning?? That would make 8 teams(the minimum the USBL wants). Only 7 1/2 weeks until the draft and the league still hasn't finalized its teams yet.

This article about the NEPA Breakers briefly mentions that St. Louis is getting another franchise:

Here in St. Louis, I haven't seen or read anything about us getting another franchise, and there
isn't any expansion news at the USBL Web site.

Does anyone have information about the USBL's expansion plans for the 2006 season?

Brevard is a one-man island in the Southeast. The league needs at least two more franchises in the Southeast before Brevard can be allowed back in. That much travel distance for one team is unacceptable.

St. Louis opted not to return.

Long Island added to the list pretty much came out of nowhere. I'm guessing that somebody is putting up just enough money to run the franchise to keep the divisions even at four teams apiece.
