I attended my first D-League game recently (Charge opener) and it seemed like there were less official/mandatory timeouts than in an NBA game. I couldn't be sure because the scoreboard at the Civic Center doesn't have room for "timeouts remaining" on it. Does anybody know what the rules are re: mandatory/official timeouts and number of timeouts per team in the D-League are?

Ya i agree. All the basketballs leagues have the same rules. According to International basketball rules, only the coach can call upon the time-outs. There are two types of timeouts systems in which each team is allowed four 75-second and two 30-second timeouts per regulation game. In the first and third quarter, there must be two 100-second timeouts and in the second and fourth quarter, there must be three 100-second timeouts.
Hope that helps
