From both ABA ref moles:
It has now happened more than a few times where an official at an ABA game had ZERO college or pro ref experience. The official had NO idea of the ABA rules. We are keeping track.
Joe and Chichester think they are so smart with the BS they pull...........

PS Joe is placing new teams on a 1,000 dollar a month franchise fee , some pay for 10 months, some pay for 15 months, SHAMEFULL

If I was an ABA team owner ... I'd tell the ABA CEO, "No, If you want me in your league, I want to play for free."
And we all know, how that helps things.

Is this fee after they have already payed the 10k to enter the league?

The 10k number is not written in stone. Of course, not much is written in stone, paper or papyrus reeds in this league.
It traditionally was what Joe was telling anyone who would call from 2004-2008. Some teams get charged 15, some 20, some nothing.
If you were to call Joe now he basically tells you a little spiel about the league, the history and how cost-effective it is (including a zinger about how he "runs" the league out of his basement to par costs). He then gauges the caller (maybe we should call the caller "the mark") to see what sort of finances he/she has.
If you tell Joe you are successful the price goes up, if you are a peripheral boys and girls club in an inner city it will go down. Now add in the part of whether or not Joe's mortgage is due or the price of gas or the coffee he drinks every morning at Mcdonalds and the price will be named.
The good news is just like your teams away schedule, home schedule, promises' you've made, promises' made to your team and where you even play the games.....everything in the ABA like your franchise fee is negotiable and subject to change.

Here's an idea: instead of "keeping track," don't work games with amateur officials.
Though anybody worth their salt would be unlikely to be involved in this train wreck in the first place, but if you go ahead and do it, at least pretend you have a responsibility to the game.
