Lots of unanswered questions:
Will they have a home city?
Will they replace the Travelers or fill a similar role?
What division will they be in? (Of course, there is a question of what divisions there will even be with expansion and the possible influx of teams from other leagues, but I digress)
Will games against them even count?
At least their opposition will only stay in a brothel if they want to. ;)

This is not unusual. I recall the WBL having a rotating team of international all-stars playing in the league; I also recall the International Hockey League importing a team from Moscow for a year or two as an international traveling opponent.

This would be the best case scenario...I'm somewhat disappointed though
that a league that's usually quiet until every detail is worked out
would release this with so many unanswered questions...

If I remember correctly, both the IHL's and WBL's International teams were
pretty much smoked by their opponents in the states. Just too big of a home
ice/court advantage (Like the Olympians in the ABA this year...)
